Task definition:

There is phone number on the parking board. Add up all the digits. Then add the lowest odd number from the phone to that sum. Now divide the number you get from these calculation by lowest even number from phone number. Finally subtract 16.67% from your final answer. The answer should be a whole number.

now lowest odd number is 1 so
47+1=48 and the lowest even number is 2. now we will divide it by 2
48/2=24 now subtract 16.67% 
24-16.67%= 19.9992 so we take it round figure it will 20.

Method#2

Add the phone digits together on parking sign board. Then add the repeating odd number to it. Now divide the number you get from these calculation by even number which is not repeated. Finally subtract 16.67 from your final answer. The answer should be a whole number.

47+ repeating number which is 1,
47+1=48 now divide by even number which is not repeated
48/2=24 now subtract 16.67%
24-16.67=19.9992 so in round figure =20
